Singapore Study Recommends Local Secretarial Jobs

More job categories should be reserved for locals while levy should be imposed on employers who hire foreign workers for certain positions, according to a study released yesterday.

The study was done to find jobs currently held by foreign workers that could be filled by qualified locals. It was conducted by a committee of private sector employers and government officials.

Public Auditor Michael S. Sablan, whose office facilitated the study, said many residents have the education and skill to work in the private sector. All they need is opportunity.

According to the study, one of the ways to increase local employment is to expand the list of jobs reserved for residents.

Another is to adopt a modified version of Singapore's foreign worker levy system, which provides a disincentive for employers to hire nonresidents.

The study also urged for the adoption of the Occupational Information Network, or O*NET, as its job classification system.

Furthermore, the study said the government should extend the role of the Division of Employment Services and Training beyond referring residents to entry-level positions.

“The study is not intended to be a comprehensive in-depth analysis of the CNMI labor market. However, the committee and OPA believe that the conclusions and recommendations are critical foundations in establishing a sustainable resident workforce,” Sablan said.
